Building a pool deck isn't like building a standard patio. The environment is harsh—chlorine, salt water, constant UV exposure, and heavy foot traffic. Furthermore, the compliance landscape in Queensland is incredibly strict when it comes to pool safety fencing and integration.

Over our 50 years of combined experience in the construction industry, we've seen too many pool decks fail prematurely because of cheap materials, inexperienced builders, or ignored compliance regulations. That's why we created this guide.

COMPOSITE DECKING (Trex, Ezy Decking, NewTechWood)

SPOTTED GUM HARDWOOD

  • Price: $320–$380/m² installed

  • Maintenance: Annual oiling required
  • Slip rating: Good when properly textured
  • Pros: Premium Australian aesthetic, beautiful grain, ages gracefully, sustainable
  • Cons: Requires upkeep, can splinter if neglected

CHAPTER 04

QLD pool safety compliance, simplified.

This chapter alone could save you tens of thousands in retrofit costs. The Queensland Development Code MP 3.4 sets strict rules — most homeowners (and many builders) get them wrong.

FENCE HEIGHT — minimum 1.2m (1200mm) measured from ground level on the outside of the barrier.
NON-CLIMBABLE ZONE — no climbable objects (furniture, planters, deck balustrades) within 900mm of the outside of the fence.
FENCE GAPS — no gaps in the barrier greater than 100mm.
GATES — self-closing, self-latching only, opening AWAY from the pool.
DECK HEIGHT RULE — if a deck sits less than 1800mm above ground AND provides direct access to the pool area, special compliance requirements apply.
DECK-AS-FENCE — if your deck edge forms part of the pool barrier, that edge must comply with fence height and non-climb rules.
POOL SAFETY CERTIFICATE — required to verify compliance (and required at sale of property).

Common compliance traps.

The furniture trap
Placing outdoor lounges, BBQs or pot plants within 900mm of the pool fence — automatic climbable object violation at inspection.

The planter trap
Large pots or built-in planters near fence lines automatically fail inspection — they're seen as climb aids for small children.

The retrofit trap
Building the deck first and trying to retrofit fencing later is typically 3–4× the cost — and often requires partial demolition.

The handover trap
Buying or selling a property without a current Pool Safety Certificate — a contract-breaking issue at settlement.

  • QBCC licence — verify online at qbcc.qld.gov.au (non-negotiable).
  • Public liability insurance — $20M+ minimum.
  • Specialization in pool decks — not just general carpentry.
  • Demonstrated experience with pool fence compliance.
  • Written workmanship warranty — in their contract, not verbal.
  • Material warranties passed through to you in writing.
  • Detailed written quote with line-item breakdown.
  • Project timeline committed in writing.
  • Recent references in your area (and willingness to share them).
  • Permits and council approvals handled by them, not you.
